Assessing possible sites within existing parks and green spaces
Most city playgrounds are not built on an empty plot. They extend, replace or add to play space within a park the city already owns and maintains. This is partly a practical choice, since acquiring new land is slower and more expensive than working with land already in public ownership, and partly a strategic one, since a playground built into an already-developed park benefits from existing paths, benches, shade and pedestrian traffic instead of having to create all of that itself.
Assessing a possible site within a park means looking at more than whether open space exists. Size matters, because the site needs enough room not only for the equipment but for safety zones, circulation and possible future expansion. Existing vegetation plays a double role, as an asset in the form of shade and established greenery, and as a constraint if trees or root systems limit where equipment can be placed. Visibility matters for supervision, since parents and caregivers need to be able to see the play area clearly from benches or paths. Proximity to housing and schools affects both demand and noise considerations, and access on foot, by bicycle or by public transport affects who will actually be able to use the site once it is built.
Matching city-wide distribution to local demand
A city planning department rarely looks at a single site in isolation. A request from one neighbourhood has to be weighed against the wider picture of where playground provision in the city is already good and where it is thin. This is a different kind of judgement from the one a private client makes, since a private client optimises for one site, while a city allocates a shared resource across a population with unequal access to it. In practice, this means a well-argued local request can still lose priority to a site in an underserved area, and cities that plan well typically maintain some form of city-wide review or map of existing playground provision so that this comparison is systematic rather than left to chance.
Site constraints specific to public land
Public park land carries constraints that a private site often does not. Underground utilities, such as water, drainage or electrical infrastructure, need to be checked early, since discovering a conflict after the project is finished is considerably more expensive than catching it during site assessment. Protected trees or heritage features, where they exist, can significantly limit the buildable area and are generally not up for negotiation once identified. Drainage patterns on the site need to be understood, since a park's existing grading was not necessarily designed with playground surfacing and safety zone requirements in mind. Existing park furniture and infrastructure, from paths and lighting to irrigation systems, also need to be mapped so the new playground works alongside what already exists rather than against it.
