Should the lowest bid always win a playground tender?

The installation price is only one part of what a playground will cost a city over its working life. Maintenance requirements, the availability and price of spare parts, and the expected lifespan of equipment before major components need replacing all shape the real cost of ownership. A bid with a higher installation price but lower expected maintenance costs and a longer working life can represent better value than a cheaper bid that will require more frequent intervention.
